Chapter One: Introduction

1.1 Background of the Study
In response to rising insecurity, many local governments in Nigeria, including Maiduguri LGA, have implemented motorcycle bans to curb criminal activities, such as armed robbery, insurgent activities, and kidnappings. The decision to ban motorcycles, often used as a primary means of transport, has sparked debate about its impact on security, livelihoods, and local mobility. While the intention of these bans is to reduce criminal activities, their actual effects on public safety and community dynamics require deeper exploration. This study will investigate the security implications of motorcycle bans in Maiduguri, exploring both the positive and negative effects of such policies.

1.2 Statement of the Problem
Maiduguri, the capital of Borno State, has experienced persistent security challenges related to insurgency, particularly from Boko Haram and ISWAP. In response, the state government and local authorities have periodically imposed motorcycle bans to limit the mobility of insurgents and criminals. However, the effectiveness of these bans in improving security, as well as their impact on legitimate economic activities and community relations, remains unclear. This study will examine the implications of the motorcycle bans on security and the daily lives of residents in Maiduguri.

1.3 Objectives of the Study

1.5 Research Hypothesis

  • H₀: Motorcycle bans do not significantly improve security in Maiduguri.

  • H₁: Motorcycle bans significantly improve security in Maiduguri.

  • H₂: Motorcycle bans have negative socio-economic consequences for the residents of Maiduguri.

1.6 Significance of the Study
This study will provide important insights into the security and socio-economic impacts of motorcycle bans in Maiduguri. The findings will help inform future security policies and their implementation, guiding decision-makers on the appropriate balance between ensuring public safety and sustaining local livelihoods.

1.7 Scope and Limitations of the Study
The study will focus on Maiduguri LGA, Borno State, and will assess the security implications of motorcycle bans. Limitations include potential difficulties in obtaining information from stakeholders involved in the enforcement of these bans, and the challenge of measuring long-term security improvements.

1.8 Operational Definition of Terms
